I think Arceus created Mew, Dialga, Palkia and Giratina. Then Giratina created the reverse World, Dialga controled time and Palkia controlled space in there own parts of the unizeres. Then, Mew used her Power to created every other living creature on a very small planted.

Mew is Arceus' sister. Mew went back in time, and shitted out Arceus.

According to the legends from movies and games, Arceus hatched from an egg and first created Dialga, Palkia, and Giratina. Time and places bagan to exist. Then I think Arceus ceated Mew, then the three beings. Together they created all living things, the beings making attributes of the Pokemon and Mew making the Pokemon itself. At least that's what I think.

Nobody ever said that Mew was the ancestor of all Pokemon, but rather that it had the genes of all of them. Arceus probably created Mew as a failsafe for if anything went wrong in the universe. Mew could revive all the pokemon using all its genes.

Example: Hoenn: Kyogre, Groudon, Rayquaza, etc.

So going by that Arceus would be the overall deity of the Sinnoh province, Ho-oh would be that of the Johto province and Lugia would be the deity of the Kanto province (because Lugia's the master of the Legendary Bird Trio, which generally reside in Kanto. Wild guess, I know lol)

But Ho-oh was seen in one of the first episodes in Kanto.

But Ho-oh's the master of the Legendary dog trio which originated from Johto, and also it makes its nest in Johto. Admittedly, Lugia makes its nest in Johto as well, but Mewtwo's hardly a deity of Kanto.
