I think it's pretty obvious which one I like better... I personally can't stand Scizor, and was always very happy when I battled one in OU battles and I KOd it with my Scyther.

Scizor has a better shiny form+Better stats.
But if you dont care about CBing then you could pick scyther but scizor is cool regardless of CBing or not.

Scizor can slash, it's claws are sarp making him able to do both. Also, if he can't Slash, why can he learn the move slash? Have a look on his profile on Serebii will ya.
